Local Control Accountability Plan

The Local Control Accountability Plan (LCAP) is a three-year plan that describes the goals, actions, services, and expenditures that are enacted across the schools in the San Mateo Union High School District to support positive student outcomes that address state and local priorities. What follows are the first three iterations of the District’s Local Control Accountability Plan.

The Local Control Funding Formula (LCFF) is a new school funding law. As the name suggests, the LCFF has two key elements:

  1. Local Control - School districts will have more control over their budgets. Districts will need to seek parents' and community members' feedback on how funds will be spent.
  2. Funding Formula - LCFF changes the way the state provides money to school districts.
    • Base Grant - School districts will receive a base amount of money for every student, adjusted by grade level.
    • Supplemental Grant - Supplemental grants are given to school districts to improve or increase services for low-income students, English language learners, and foster youth.
    • Concentration Grant - If a district has more than 55% high-needs students, they will receive additional money through a concentration grant.

The Local Control and Accountability Plan (LCAP) is an important part of the LCFF. School districts need to create plans that show how their budget will be spent and how they plan to improve student outcomes and success.
